Does the solar panel pivot around on the spike to capture the best sunlight angles?

The light can be installed with a ground stake so you should be able to adjust the position of the unit and make sure that it is South facing.
What are the dimensions of this light please?

The dimensions of this light are 45m high by 14cm wide by 14cm deep (70cm high with spike).
