Instructions say to turn lights off before charging for first time, but there doesn't appear to be an on/off switch? Also no USB port for charging?

Hello. The on/off switch can be located if you lift the top it will be there. These lights are not USB chargeable just solar.
Is the solar panel in the top of the post lights or is it a separate panel?

These are only meant to be placed on the spikes provided.
