Do I have to have the solar panel connected all the time in order for the lights to come on at dusk and off at dawn?

That is correct, as the panel will sense when dusk has fallen, it will then run for 8 hours or until it light, whichever happens first.
Does the reindeer come ready built or do you have to build or wrap the lighting yourself?
