Thank you for your message the Neon lights have a flashing mode and a standby mode. Please click a a couple of times to get the standby mode from the Flashing one
Where is the touch switch located? Is it on the cat or the solar panel and where exactly on the component is it located?

It is located on the back of the panel, it has a power sign as well so you know where it is.
