Hi, will the lights turn on at dusk? Or does it need to be completely dark?

The light will come on at dusk, in summer that is usually around 10pm, in winter it will be much earlier, around 4pm. It will need to be dark before the light comes on.

How does it charge and does it need charging?

this charges via the solar panel with a rechargable battery. We throughly recommend charging this for 3-5 days in as much direct sunlight as possible before using.
