The on/off button is the one you are describing. As it has just arrived, please allow the light to charge for 3-5 days in as much direct sunlight and then do try using the button again. Please can I just make sure when you are testing the light in the dark, so please cover the panel with a towel and try it that way. Hello,
Please see tbelow from the instructions the Three modes. So to not have it on all the time, you might just want to use mode two.
How to use:
Mode 1: Light is set to remain at low brightness until motion is detected which activates high brightness for up to 28 seconds.
Mode 2: Light will only activate when motion is detected for up to 28 seconds [This is the best mode for winter]
Mode 3: Light is set to remain OFF.

Hi Tim, would not be able to secure these light against a fence unless you have solid floor by the fence
